If maturity level is considered legal, than I don't see why Toko can't be. Toph is about as mature as a 14 year old (even though she's 12), and Zuko does have his innocent moments, so together, they'd be good (or at least have a marraige liscence).

Ty Lee and Azula. She's the only one I've seen Azula act kindly towards. Kind for Azula anyway. I think there's more there then just friendship.

Yeah, it's become apperant that Ty Lee cares more about Mai than Azula. And Mai is clearly in love with Zuko. Plus Ty Lee was practically hitting on Sokka everytime she saw him.

Eh...not a huge fan of shippings, but I'm a Zutara fan all the way if i have to choose. Sure it's unlikely, and heck, there's really no conclusive basis for it in the series, but torrid and forbidden romances are what make simple stories into poetry.
