OK, I'm totally going out on a limb here and expressing a completely strange theory that is REALLY unlikely and bizarre.
First things first, let me explain me theory of the heartless. I believe that the heartless indeed do not have hearts, but are actually hearts themselves. I think that when a person's heart is devoured by a heartless, that that heart becomes corrupted by darkness and becomes one of these creatures. So, this leaves their origin. I think that when Xehanort removed the researchers' hearts, that the hearts themselves became the creatures, and the shells left behind were the nobodies.
I'm pretty sure that the crossroads in SH are the same crossroads in CoM. Now, what happens to heartless when they die? They return to Kingdom Hearts, right? And what happens to nobodies when they die? Do they just fade into nothingness? So what happens when the group closes Kingdom Hearts? They worlds return to normal? But how can the hearts that remain there return if their nobody has faded into nothingness? Aren't the nobodies that are left behind like the heart's shells? Don't they need the shells back to return to normal? So does that mean that nobodies can return from nothingness?
So, theoretically, if nobodies can return from nothingness, that means there is a greater possibility of SH being in the future, not past, which seems to be a common theory. I don't think it takes place in the past, because of "Keyblade War". I seriously doubt that Sora, Riku, and Mickey would have keyblades if there was a major war caused by them in the past. Also, we see Xemnas' ship in SH, meaning that he had to exist whenever this war is taking place. So, this is why the past seems so much more likely, but if what I said is true, that means he could come back. I think that the nobody and the heartless must unite to recreate the whole person, supported by my theory of the heartless of course.
So, since Ansem was destroyed and so was Xemnas, I believe that they were united and now Xehanort is back. This would explain the ship in SH, if it is indeed in the future. So, I think that Xehanort's return will spark the return of the chasers to defend the crossroads. Now, my theory of what phrase at the end of SH is referring to.
Master of keyblade - A reference to Sora defeating the one who brought on the heartless.
The lost two - Referring to Ansem and Xemnas, before they reunite.
Memory of Xehanort - The chasers account of the events Xehanort brought upon the worlds with the heartless.
Chasers - The armored figures in SH that defend the keyblades by "chasing" away any harm. (Or perhaps they "chase" after the keyblade)
Keyblade War - The war Xehanort will begin.
