Now, we know that some of the members of Organization XIII we researchers for Ansem during the events leading to KH1. Now, this means that when they became heartless, their hearts had to be strong, in order to create a Nobody. Why would mere researchers have such strong hearts? For that matter, why did Xehanort's heartless become so powerful ,along with Xemnas? I wouldn't imagine that their hearts could be strong enough to do that. Now, is the strength of a Nobody measured on the strength of one's heart? If so, why was Roxas so weak, compared to the others? If Sora is truly the keyblade master, wouldn't has heart be the strongest of all? Therefore, wouldn't Roxas have been a lot more powerful than he appeared to be? So, does the strength of one's heart really have such an effect on the heartless and nobody it spawns? It must, since it determines whether a nobody is created or not, but doesn't that seem flawed compared to the logic of "strong heart = strong fiend" ? Wouldn't nobodies be much more powerful than they are if the strength of one's heart truly affected them? After all, Roxas was able to defeat them at a very low level. But wait, why was Xemnas so strong? He was probably even more strong than Ansem, which would go against most of the logic provided by current situations. How much effect does the strength of the heart really have?
So, with that in mind, is it possible that for every Shadow created, a Dusk counterpart is born? It seems impossible, since we conceive that only beings with strong heart can form nobodies. However, when reading Secret Ansem Report #8, I discovered this:
After reading this, it is clear that ALL people that become heartless have nobodies as well, not just those with strong hearts. Ansem states that those with strong hearts merely RETAIN their human form. It says nothing about them only be born from those with strong hearts. But there is an argument to this. Yen Sid says something along the lines of, "Those with strong hearts that become heartless, leave another being behind." This would seem probable, since there is a much larger amount of heartless than there are nobodies. However, since heartless arrive in worlds through the darkness it the world's heart and nobodies do not have this ability, you would naturally see more heartless in different worlds than you would nobodies. Who knows how many more worlds are out there that largely contain nobodies, such as Twilight Town; worlds trapped in between light and darkness.
Now, if the strength of the heart doesn't affect the creation of nobodies, what is its significance? I believe that the strength of one's heart determines the affiliation of that person between light and darkness. Think about it. A person with a weak heart might need to substitute their lacking with darkness, in order to obtain strength. Riku had a weak heart, so he did not obtain the keyblade, and instead used the forces of darkness to match Sora. What signifies a strong heart? I believe those that naturally have strong hearts, have hearts that are already full of light. Therefore, this divides those of light and darkness.
Alright, so if this is true, couldn't that mean that those with already strong hearts remain "good" as nobodies or even heartless? When Sora was a heartless, he didn't seem like mindless being that most are considered to be. Both Namine and Roxas had no real desire for what the Organization intended. Now, supported by my previous statements, since the researches had such weak and insignificant hearts, they used the powers of darkness to strengthen their hearts and when they became nobodies, they retained their forms and were considered "evil"; Xemnas, Vexen, Zexion, Xigbar, Xaldin, and Lexaeus.

xDD, well it supports my theory later on, so it is relevant. Also, include that I think that "Memory of Xehanort" is referring to Xehanort's lost memories.
Now, I think that when Xehanort's Heartless "possessed" Riku in KH1, it caused his hearts to delve into darkness, so when Xehanort's heartless was pushed out, for a brief moment, Riku's heart still remained in darkness. This created a nobody. But, since it was a direct cause from Xehanort's heartless, part of him became fused with the nobody. The darkness from both created a sort of double negative, so it has the appearance of Riku, with the personality of (a Sane) Xehanort.
Okay, so I believe that the distant figure is SH is actually Riku's nobody (AKA Sane Xehanort), approaching the Knights, making an agreement with the "chasers" that he will give them what they need (this is supported by UoH&N that the knights need something from Sora, Kairi, and Riku, since all of their situations are unique, perhaps restoring those "missing pieces") if in return they restore his memories and unite him with Xemnas and his heartless, then separate all aspects of Riku from him, therefore completing Xehanort. (provided that they have the ability to do all of this. xDD I suppose they have abilities similar to Namine with memories, as part of their "enhanced because union" thing)
Now, I know this is REALLY stretching all possibilities in KH and is a little to complicated to actually happen, but it is basically my full theory. Tell me any flaws you find and I will try to correct them. So, what do you think? (xDD)
