Let's see...first impression...wow. @__@ That skin is so busy. Looking at it for too long gives me a headache. The colors work, but that background is a bit too much. I like the title gradients too.
The Comic Sans font looks kind of bad, imo. Try a more tech or simple font, to go with the theme. I think the board overall would look better if the head banner was as wide as the forum width and had a smaller height. Also, try finding a code on PBS to remove <<Home>> and Welcome Guest...
The menu buttons are good, so maybe you should create some more in the same style for the topic buttons, including new/old icons and info center icons.
You have just the right number of boards, which is good. Also, to give the illusion of greater activity, you might consider group some of the boards into sub-boards instead. Overall, the skin is what really needs work, but not half bad.
